Provide overall management responsibility for a full-service CLIA laboratory POSITION PURPOSE To plan, direct, control and coordinate all activities of the Laboratory. The Laboratory Manager has overall responsibility for all activities of the Laboratory Department, including: assisting with strategic planning; business development; fiscal operations, including budget development and control, billing, and accounts receivable; local and off-site technical and support operations; information system management; management of human and environmental resources; quality assurance and compliance with all regulatory bodies; capital equipment and supply purchasing; communication; and consultation. Consults with the Medical Director on patient care issues and departmental development programs. POSITION REQUIREMENTS 1. Education: Bachelors Degree in Clinical Laboratory Technology, or related discipline. Masters degree in business, finance, or health administration is strongly preferred. 2. Certification: Certification from NCCLS Accredited Medical Laboratory Technologist Program or the equivalent 3. Experience: At least 5 years laboratory management experience preferred. Proficient in electronic communication, word processing, and financial computer programs. 4. Interpersonal: Good verbal and written communication skills are required. Must have ability to interact with patients, families, co-workers and all patient care personnel in a courteous, professional manner. The ability to work efficiently and responsibly and to maintain confidentiality is required. 5. Physical: Occasional prolonged standing and walking. Verbal, hearing abilities and near vision acuity are essential to perform this job. ESSENTIAL DUTIES 1. Maintains working proficiency in all technical areas of the lab, to cover the bench, as needed, on any shift. 2. Works co-operatively with the Medical Director, regarding decisions and issues affecting the Clinical Laboratory Department. 3. Plans, directs, develops, maintains and modifies Laboratory work processes to achieve optimum performance and efficiency. a. Specimen processing and appropriate distribution for processing. b. Test result production. c. Efficient and timely reporting of test results to patient records and physician offices. d. Design and operation of laboratory computer system. 4. Plans, directs, develops, maintains and modifies laboratory billing service. a. Assignment, annual review, and revision of appropriate CPT coding for laboratory procedures. b. Establishes and maintains various laboratory fee schedules, keeping competitive with community needs and reference laboratories. c. Knowledge of, and compliance with, legal and payer-specific billing requirements. 5. Is responsible for administering department and hospital personnel policies. a. Creates new positions responding to changing environment. Revise and update staffing job descriptions as needed, and coordinates this activity with the Human Resources Department. b. Interviews and hires from selected applicants to fill vacant position, planning the best utilization of the talents of the staff. c. Provides orientation programs for all new employees. Designs training schedule to ensure that all new employees are adequately instructed in their duties. d. Monitors the performance evaluation program, and ensures the employee evaluations are completed in a timely manner. e. Develops a thorough knowledge of KGH personnel and wage policies. f. Administers disciplinary action or counsels employees whose attendance or performance is determined to be substandard. Maintains documentation of formal employee counseling. g. Is responsible for ensuring that employee time sheets are reviewed and entered into the Time system, and provided to the Human Resources Department in a timely manner. h. Is responsible for achieving appropriate staffing needs, and assisting designated individuals in establishing schedules that are appropriate and equitable. 6. Directs the development of strategic plans, department goals, and objectives, and appropriate schedules and budgets for accomplishing these plans. 7. Directs the preparation, submission, review, confirmation, and control of departmental budget. Responsible for monitoring the department monthly monitoring report, to assure the budgetary goals are met, or that significant variances are adequately explained. 8. Directs activities for maintaining the laboratory in a state of readiness for inspection by all accrediting agencies that the hospital administration deems appropriate.
