Job Description:  LOCATION / DUTY STATION: Phoenix Indian Medical Center, Salt River Health Clinic, Scottsdale, Arizona

SERIES / GRADE / SALARY: GS-5: $23,633 - $30,726 Per Annum

NUMBER / TYPE OF POSITION: One Permanent Full Time Position

BRIEF DESCRIPTION OF DUTIES: Interviews patients to obtain pertinent patient registration information, i.e., demographic and insurance information and authorization to enable the Business Office to bill for health care services provided from all Alternate Resources, including the non-beneficiary services. Determines eligibility of patients seeking health care, who have not previously been treated at the facility, by obtaining the certificate of Indian Blood or other documentary proof of tribal membership, according to the IHS guidelines. Obtains signatures for file on required forms for Alternate Resources and Contract Health Services prior to patients being seen in the clinics for billing purposes and/or Contract Health Services eligibility. Maintains, key enters, updates and verifies all Alternate Resource data necessary for patient registration and for accurate billing through the use of the RPMS Patient Registration System. Makes corrections as necessary to improve the Patient Registration System. Updates addressograph data with current Alternate Resource information. Collects photo copies of Social Security Cards, insurance cards, Medicare Cards, AHCCCS cards, and explains to patients the purpose of the request. Encounter Data Entry: Encodes Encounter forms into the Service Unit RPMS database for the record and archiving. All data entered will be keyed into the system via a data terminal at the assigned workstation. All mandatory fields of the form will be entered immediately after encoding and accuracy of the form has been completed. Encounter Form Encoding: Each patient visit will generate an Encounter Form which requires encoding of the diagnosis pertaining to the visit. This coding is the standard ICD-9-CM and/or CPT coding system used by the Resource Patient Management System (RPMS) at the service unit. Code selection involves discrimination between diagnosis, treatment of therapy and includes special codes to denote cause of illness, accident/injury, adverse effects, etc. PCC Form Examination: Examines Patient Encounter Forms for accuracy and completeness, checking for legibility to ensure against incorrect interpretation of required patient data. Routes incomplete/inaccurate forms to the appropriate provider for correction, providing explanations to the provider as necessary. Record Disposition: Maintains all encounter forms which have been entered into the RPMS system for audit of the entered data or for statistical research. Destroys forms as scheduled. Records will require security against improper disclosure as all patient encounter forms contain sensitive data which is protected under the Federal Privacy Act.

QUALIFICATIONS REQUIREMENTS: The following shows total amount of experience required and allowable substitution of education ( if applicable ):

Grade General Experience Specialized Experience OR Education

GS-5 N/A 1 year equivalent to GS-4 4 years above high school

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience are qualifying for which both education and experience are acceptable as stated in the Operating Manual for Qualification Standards for General Schedule positions.

EVALUATION METHODS: When required by Personnel Regulations, an evaluation will also be made to the extent to which experience, education, training, self-development, outside activities, and/or awards demonstrate the basically qualified applicants possess the Ranking KSA's described below. This will determine the Highly qualified applicants among the Basically qualified eligibles. Measurement of possession of the KSA's will be accomplished through review of the application, performance appraisals, (MPP candidates only), the Narrative Statement related to the KSA's, employment interviews and reference check results.
